我国已经对15项医械装备项目加大投入Medical equipment project

在古都西安召开的“中国医学装备协会二十届学术年会”上,卫生部规划财务司副司长刘殿奎介绍说,“十二五”期间,中央继续加大对医疗器械装备项目的投入力度。2011年中央支持的医疗器械装备项目涉及农村急救体系、全科医师培训基地、农村巡回医疗车、区域医疗中心、中西部远程会诊等15项内容。
“'十二五’期间,医学装备管理工作重点解决的问题包括医疗机构医学装备管理程序的规范化和医学装备采购的规范化,以及基层医疗卫生机构医学装备中存在的若干问题等。”刘殿奎进一步介绍说,目前,我国基层医疗卫生机构存在医学装备破旧、落后、匮乏;政府支持品目与实际需求不完全一致,不同来源项目重复安排;由于部分地区人口少,导致设备使用率不高,设备档次与当地实际情况不匹配;缺乏相关技术人员,或技术人员操作应用水平低、培训不足等问题。
据了解,2011年中央支持的15项医疗器械装备项目包括:农村急救体系建设,支持配置急救车辆及其包含的设备和指挥系统;全科医师培训基地建设,支持部分全科医师培训基地配备基本诊疗技能、心肺复苏、妇产科等方面的实训室设备;农村巡回医疗车项目,为部分地(市、县)综合医院配置流动医疗服务车,装备基本医疗和急救设备;食品安全风险监测体系建设,支持部分省份的省级疾控中心和省职防院加强食品中放射性物质的监测能力建设,配备食源性疾病病因学鉴定和溯源实验室设备、参比实验室、食品中非法添加物检验实验室设备和食品中放射性物质检验实验室设备等;中西部远程会诊建设,支持中西部地区城市三级医院与县医院建立远程会诊系统,实现远程会诊、远程预约、远程监护、远程手术指导、远程教育和远程信息共享等远程医学活动,有效提高中西部地区基层医院的医疗服务能力;中西部地区县级妇幼保健机构能力建设;区域医疗中心建设;中西部地区县级综合医院儿科能力建设以及地市、县级儿童专科医院能力建设;结核病医院能力建设;麻风病防治专业机构能力建设;地市级急救中心能力建设;职业病防治院能力建设;中西部地区县级卫生监督体系建设;基层医疗卫生系统试点;临床重点专科建设。

During the 12th Five Year Plan period, the key issues to be addressed in medical equipment management include the standardization of medical equipment management procedures and procurement in medical institutions, as well as several problems in medical equipment in grassroots medical and health institutions. Liu Diankui further introduced that currently, medical equipment in grassroots medical and health institutions in China is outdated, backward, and scarce; Government supported items are not completely consistent with actual needs, and projects from different sources are arranged repeatedly; Due to the small population in some areas, the equipment usage rate is not high, and the equipment grade does not match the local actual situation; Lack of relevant technical personnel, or low proficiency and insufficient training of technical personnel in operation and application.
It is reported that the 15 medical equipment projects supported by the central government in 2011 include: rural emergency system construction, support for the configuration of emergency vehicles and their included equipment and command systems; Construction of general practitioner training bases, supporting some general practitioner training bases to equip training rooms with basic diagnostic and treatment skills, cardiopulmonary resuscitation, obstetrics and gynecology, and other related equipment; The rural mobile medical vehicle project provides mobile medical service vehicles for some comprehensive hospitals in cities and counties, equipped with basic medical and emergency equipment; Construction of a food safety risk monitoring system, supporting provincial disease control centers and occupational health institutions in some provinces to strengthen their monitoring capabilities for radioactive substances in food, equipped with laboratory equipment for foodborne disease etiology identification and traceability, reference laboratories, laboratory equipment for detecting illegal additives in food, and laboratory equipment for detecting radioactive substances in food; Construction of remote consultation in central and western regions, supporting the establishment of remote consultation systems between tertiary hospitals and county hospitals in central and western regions, realizing remote medical activities such as remote consultation, remote appointment, remote monitoring, remote surgical guidance, remote education, and remote information sharing, effectively improving the medical service capabilities of grassroots hospitals in central and western regions; Capacity building of county-level maternal and child health institutions in central and western regions; Construction of regional medical centers; The capacity building of pediatrics in county-level comprehensive hospitals in the central and western regions, as well as the capacity building of pediatric specialty hospitals at the city and county levels; Tuberculosis hospital capacity building; Capacity building of leprosy prevention and control professional institutions; Capacity building of municipal emergency centers; Capacity building of occupational disease prevention and control institutions; Construction of county-level health supervision system in central and western regions; Pilot project of primary healthcare system; Construction of key clinical specialties.
